Care Drive Senior Housing

On July 26, 2023 the Erving Senior Housing launched a Request for Proposals for Senior Housing on Care Drive. The RFP may be downloaded here. As of the deadline, one (1) proposal was received from Rural Development Inc., a local non-profit developer. The response was reviewed publicly at Senior Housing Committee meetings and at Select Board meetings before making the final award. The Senior Housing Committee and Town staff have been working with representatives from Rural Development Inc. to refine the proposed site layout for the development, and to prepare for community information sessions and a presentation at Town Meeting.

Proposed Project Summary

The proposal includes eighteen units of affordable, age-restricted (62+) senior housing located behind the Senior & Community Center. All units will be 1-bedroom, in an accessible, energy efficient single-story building.

Senior Housing Features:

  • Wide interior “main street” social corridor with natural light
  • “Aging in place” design
  • In-unit washer and dryer
  • On-site parking

Across Care Drive, two farmhouse-style buildings with eight affordable townhomes are proposed. These units offer options for a variety of households including seniors needing more than one bedroom and multi-generational households.

Multi-generational Housing Features:

  • Six 2-bedroom units (1 fully accessible)
  • Two 3-bedroom units w/ a bedroom and full bath on 1st floor
  • In-unit washer and dryer
  • On-site parking

The proposal includes the extension of Care Drive and a new sewer pump station installed to serve the Public Library, Senior & Community Center, the proposed housing, and any future development at the site.

History of the Senior Housing Effort

Erving's pursuit of an affordable senior housing project has a two decade history.

  • 2002: The goal of pursuing senior housing was identified in the finalized 2002 Master Plan that addressed the need for housing for our seniors.
  • 2003: An ad-hoc committee was formed in 2003 and became official in 2006. 
  • 2006: As a byproduct of the work the Senior Housing Committee was doing with the Franklin County Housing Authority, the Senior Center Housing Committee was formed.
  • 200_ - 2011: The new Senior & Community Center, constructed at 1 Care Drive, was funded by the Town ($2.4 Million) and finished in 2011.
  • 2014 - 2015: The Senior Housing Committee was dormant.
  • 2016: The Senior Housing Committee was revitalized and began working again. The Committee worked with the Regional Housing Authority and a consultant to conduct a community survey and produced a Housing Demand Analysis report.
  • 2017: The Senior Housing Committee worked with Berkshire Design Group to conduct an existing conditions study of the property.
  • 2018: The Senior Housing Committee conducted site visits of several public and private senior housing developments to identified preferences for the request for proposals (RFP) and working with the Mass Housing Partnership to draft the RFP.
  • 2019: The Senior Housing Committee and Select Board released the request for proposals in January with a due date in June. As of the deadline, no submissions were received.
  • 2022-2023: The Town of Erving worked with the City of Greenfield and the towns of Montague, Deerfield and Orange on the Complete Neighborhoods Initiative, that accessed additional technical support from Mass Housing Partnership to work with the Senior Housing Committee to revise the request for proposals (RFP) and prepare for a new procurement.
  • 2023: The Senior Housing Committee and the Select Board released a new request for proposals in July with a due date in October.  Public review of the proposal that was received from RDI was conducted in November and December. In December the Select Board determined the proposal to be highly advantageous and authorized the staff and Senior Housing Committee to work with Rural Development Inc. to refine the proposed site layouts and to prepare for informational sessions with the public.
  • 2024: Work between the Senior Housing Committee and Rural Development Inc. continued to refine the proposal and to schedule informational sessions for April.
